Paul Donohue, Jr.
Chief Executive Officer
Paul is an accomplished leader, with more than 30 years in developing and executing strategy, team-building, change-management, operations and sales. His focus at ECHO is to protect and expand the mission, diversify operating revenue, and to stay resilient in the face of pandemic shutdowns, increasingly complex regulations and changing public funding priorities. Prior to ECHO he served as Assistant Vice President of SourceAmerica’s Commercial Sales division where he spearheaded the development and launch of new lines of business. Before his time in the non-profit sector, Paul spent over 20 years in Fortune 500 commercial business development. He is an Army veteran and served in Desert Storm for which he was awarded The Bronze Star. Paul holds a Bachelor’s degree in Environmental Science and Resource Management from Lehigh University and an MBA from St. Joseph’s University. He lives in Round Hill, Virginia with his wife Gail and together they raised four children.

Serge Nkongolo
Director of Finance

Serge Nkongolo serves as the Director of Finance at Every Citizen Has Opportunities (ECHO), bringing over 18 years of expertise in financial strategy, accounting, federal fund management, and compliance across for-profit and non-profit sectors. With a proven track record in budgeting, forecasting, financial risk management, and regulatory compliance, Serge plays a critical role in ensuring ECHO's financial sustainability and operational eƯiciency. He leads the organization’s financial planning, oversees audits, strengthens internal controls, and provides strategic insights to leadership and the Board of Directors. His deep understanding of public financial management, grant funding mechanisms, and divers donor compliances enables ECHO to maintain fiscal responsibility while driving its mission forward.
Prior to joining ECHO, Serge held key finance leadership roles at organizations such as Action Against Hunger USA (AAH), Global Alliance for Improved Nutrition (GAIN), Population Services International (PSI), World Resources Institute (WRI), Neste, Oil Shell Company, Caterpillar Equipment, managing multimillion-dollar budgets and ensuring financial compliance in diverse, high-impact projects. His expertise extends to procurement, cash flow management, process improvement, and team leadership, having successfully trained and mentored finance professionals across multiple projects. Serge holds a Master’s degree in Integral Economic Development Management from the Catholic University of America (CUA) and multiple industry certifications, including Project Management Professional (PMP), USAID Grants and Compliance, and Financial Modeling & Valuation. Fluent in English and French, he is passionate about financial transparency, strategic planning, and empowering organizations to maximize their impact through sound financial stewardship.
Kinta Carter
Director of Transportation Services
Kinta Carter is the Director of Fleet Services for ECHO. He is responsible for the overall safety of the participants and drivers to and from ECHO. He takes pride in the fleet and ensuring that each individual needs are met! Kinta is also responsible for the training of all drivers and ECHO staff in therapeutic options. This ensures all employees are adequately trained and ready to handle all daily situations that occur. Kinta has been with ECHO for 8 years and has had great opportunity to grow within the organization.


Todd’s job at ECHO is to help tell our story in the community, to raise awareness of what we do, and to raise funds that will allow us to further our mission of empowering the individuals with disabilities that we support.
After Todd graduated from Johnson and Wales with his culinary degree, he spent 20 years as a hospitality professional at venues such as The Ritz-Carlton, The Willard Intercontinental, The Inn at Little Washington, and The National Conference Center. The last 5 years have been spent in Loudoun County cultivating relationships within the business community that have focused on cross promotional marketing value and bringing people together.
Todd currently resides in Herndon, Virginia with his wife Courtney and their daughter Claire.

Amber Gollner
Director of Human Resources
Amber Gollner has been an integral part of ECHO as our Human Resources Manager, bringing over 20 years of diverse HR experience across both government and private sectors. With expertise in team building, compliance, recruitment and retention, performance management, and strategic planning, Amber plays a vital role in supporting ECHO’s mission and workforce.
Her leadership ensures that ECHO continues to cultivate a strong, dedicated team while maintaining best practices in HR management. Amber resides in Ashburn, VA, with her husband of 25 years, Bill, and their two sons, William and Seth.


Brenda Fry, Director of Quality Improvement & Program Integrity as the Director of Quality Improvement & Program Integrity, Brenda is responsible for developing, organizing, and managing continuous quality improvement standards, program integrity and regulatory compliance at ECHO. Brenda’s extensive experience advocating for persons with disabilities, creating standard operating procedures based on best practices, and internal auditing procedures paired with her extensive knowledge of licensing requirements in the state of Virginia make her a valuable member of the leadership team at ECHO. Brenda’s passion for ECHO’s mission has been evident as she has worked tirelessly to ensure that we stay compliant with all regulations while simultaneously offering our ECHO participants the best possible experience.

Bobby Reynolds
Program Manager, Supported Employment Services
Bobby is the Program Manager for Group Supported Employment at ECHO. He leads a talented team of Program Coordinators and Employment Support Specialists that assist our participants in working in the community and achieving their goals. Bobby has over ten years of Emergency Medical Services and leadership experience. He graduated summa cum laude with his bachelor’s degree in cultural anthropology and has a master’s degree in history. Bobby’s background and education make him a welcome addition to the team. His devotion to our mission and to our participants is clear in his work, Bobby consistently ensures that our employment opportunities are comprised of enriching activities for everyone in the Group Supported Employment Program at ECHO.



Charla Muffley
Program Manager, Day Support Service
Charla Muffley serves as the Program Services Manager for Day Support at ECHO. Bringing over 20 years of experience in the field, Charla joined ECHO six years ago and is currently working toward her bachelor's degree in psychology, with plans to pursue her master’s degree. Her time with ECHO has been deeply rewarding, as the organization’s mission and dedication to the individuals we serve consistently reinforce her passion for this field. Charla looks forward to continuing her journey with an organization that prioritizes its participants and supports staff development.
Micah Lafferty
Group Supported Employment Program Coordinator
Micah Lafferty has been a Program Coordinator for ECHO for two years. In this role, she provides support, resources and advocacy to help individuals navigate their challenges and improve their quality of life.
Micah has years of experience in Social Work, which has allowed her to understand the broader needs of individuals and families, ensuring they receive the comprehensive care and support they deserve. Her passion for helping others is at the core of her work, and she strives to make a positive difference in every interaction.
Outside of her professional life, she and her fiancé are proud parents of seven children, which brings her both joy and balance. She is also exploring the world of real estate, adding a new layer of interest and opportunity to her life. With a strong foundation in service and family, she continues to grow both personally and professionally.


Tim Gochenour
LIFE Program Coordinator
Tim began a new step in his journey with ECHO as a Program Coordinator in the LIFE department in February 2025.
Tim’s journey with ECHO began in December 2021 as an Employment Support Specialist. While working with the Group Supported Employment department, Tim supported individuals with disabilities at over ten different job sites in achieving their daily goals and meeting company standards.
Before working at ECHO, Tim demonstrated leadership in eight years of retail management with Office Depot, where he oversaw operational excellence. Tim holds a bachelor’s degree in Theater from Randolph-Macon College and an MDiv from Wesley Theological Seminary.
Jessica Gibson-Gochenour
LIFE Program Coordinator
Jessica began her journey at ECHO nearly three years ago as a Day Support Professional, becoming familiar with different ECHO departments by stepping in as needed. She occasionally supported Employment sites and frequently drove a bus route before transitioning to her current role as Program Coordinator. Before joining ECHO, Jessica worked as a public-school bus driver for a year and spent 20 years teaching in preschools. She enjoys the challenge of individualizing lessons within group settings and leading discovery activities, as well as the versatility and multiple roles her position offers daily.

Melanie Buchanan
Group Supported Employment Program Coordinator
Melanie Buchanan works as a Program Coordinator at Group Supported Employment at ECHO. This is her second year with ECHO and started as an Employment Support Specialist, then got promoted to a Program Coordinator (PC ) . Melanie has spent time in both GSE and the LIFE Department as a PC. Melanie graduated from Indiana University of Pennsylvania with a bachelors degree in Disability Services. Her background includes case management, crisis intervention, child and adolescent care, and now working with adults with intellectual disabilities. Melanie's interests outside of work include art, animals, watching football, and attending live music events.


Andrew Fearing
Group Supported Employment Program Coordinator
Andrew Fearing currently serves as a Program Coordinator at ECHO in the group supported employment program. He is committed to helping participants thrive in their work environments and achieve their employment goals. He started his journey at ECHO in August of 2023 as an Employment Support Specialist. Andrew holds a bachelor’s degree in psychology from Towson University. Outside of work, Andrew enjoys spending time with his girlfriend, friends, and family.
Kammie Ruth
Group Supported Employment Program Coordinator
Kammie Ruth serves as a Program Coordinator in ECHO's GSE program. Since joining ECHO two years ago as an Employment Support Specialist, she has demonstrated a deep commitment to fostering participant success. Kammie earned her bachelor’s degree in social work from Marshall University and is passionate about making a positive impact through her role.

Laura Davis
Program Coordinator
Laura brings to ECHO a longstanding commitment to serving individuals with diverse needs. Her passion for helping others began in junior high school, where she volunteered in special education classrooms. This dedication continued into her career as a Special Education Associate, a role she held for 13 years, supporting students from third grade through graduation. In addition to her work in the classroom, Laura actively assisted students in extracurricular activities, including sports and band. Most recently, she served as a Service Coordinator for home and community-based services in Iowa, further deepening her experience in individualized support. Laura has also been a dedicated Special Olympics volunteer, helping with track and field events as well as bowling. She is excited to bring her experience and enthusiasm to the ECHO community.
